POLICY & ADVOCACY The LBCA continues to advocate for safe access and fair business regulation since 2010. Building relationships, breaking stigma through education and community engagement, and leading with compassion, the LBCA pioneers the cannabis space with dedication to promoting rights of patients, consumers, and operators. LBCA POLICY & ADVOCACY READ BOTTOM TO TOP VOLUNTEER JOIN HERE 2022 The LBCA continues to advocate for tax modernization with an elimination of cultivation tax to reflect the changes at the state. The LBCA also advocates for reduced retail taxes, cannabis events, and lounges. ​ At the State, the LBCA lead discussions advocating for all operators on the supply chain. ​ Locally, the LBCA hosted endorsement hearings for 17 candidates running for city council, mayor, state assembly, and congress. The LBCA continues bi-monthly food distributions, clean-ups, and community education as the city's leading cannabis resource. 2021 The City of Long Beach reported that an increase in retail hours garnered more tax revenue than estimated with a tax increase. Other municipalities looked towards Long Beach for tax modernization in their own local regulations such as Costa Mesa and San Diego. ​ The LBCA Social Equity Committee met for seven months between summer 2020 and spring 2021. Recommendations were sent to the city in April 2021. ​ With society re-opening, discussions of tax modernization and safe consumption continue. ​ The LBCA participates in state bill discussions that help bring tax and testing parity to the incoming hemp industry. The LBCA establishes a twice monthly food distribution with local Long Beach organization, Help Me Help You, every 2nd and 4th Wednesday. ​ The LBCA develops a compassion cannabis program based on the passing of SB34. 2020 While testing labs, distributions, and manufacturers were able to continue to complete build outs, hire workforce, and open operations, the LBCA began to introduce the idea of safe consumption and more tax modernization. ​ Then, Covid came. The LBCA implemented protocols before city mandates to keep consumers and workforce safe. The LBCA advocated for curbside pick-ups, essential recognition for employees, and blocked an increase in local retail taxes. ​ While the city looked to the cannabis industry to fill in gaps in a Covid-affected budget, the LBCA advocated to increase retail hours in place of a retail-tax increase. ​ City council voted to not increase retail taxes and to increase retail hours instead. ​ The LBCA continued to support the community with food and supply distributions. ​ The LBCA enters the State cannabis discussions arena. ​ The first Long Beach Community College and LBCA 8-week Introduction to the Cannabis Industry is held in the fall. 2019 The LBCA campaigns to lower taxes on the supply chain from 6% to 1% for testing labs, distributions, and manufacturers. While stigma decreases in government institutions, the LBCA agenda adds continued activism for cannabis tax modernization in retail and cultivation as well as safe consumption with events and lounges. With tremendous actions from operators and the community, led by the LBCA, city council voted to decrease taxes from 6% to 1%. ​ The LBCA begins hosting educational community workshops, speaking panels at HiLBC, and social media presence, creating unity within the Long Beach cannabis community. The LBCA partners with environmental organizations such as Alamitos Beach beach clean-ups and neighborhood clean ups with community associations. The LBCA collaborates with the City of Long Beach workforce department to host a job fair with 400+ attendees. 2018 After months of analysis, the city rolls out strict adult-use regulations on July 13 2018. The regulations block most of the framework established by the voters with Measure MM going forward with increased zoning, taxes, and incomplete processes for social equity and community plans. ​ The LBCA hires its first staff members. The staff start community education presentations and programs at neighborhood associations and community organizations. 2017 LBCA members begin to build out and open under Measure MM medical regulations while advocating for local implementation for newly passed state-wide adult-use regulations. The city establishes a six-month moratorium on adult-use operations while they establish regulations. ​ The LBCA begins talks about education in academia and workforce training. 2016 The LBCA continues to support community efforts while canvassing and phone banking for ballot Measure MM, they city added another Measure MA to anchor taxes to Measure MM, if it passed. Measure MM passed with 60.14% and MA with 68.25%. Prop 64 passed with 60% of Long Beach voters too. 2015 Two of the LBCA board of directors sit on the City of Long Beach Cannabis Task Force, which recommends regulations to the city council, who votes against them. The LBCA teams up with the United Food and Commercial Workers union for another voter-led ballot initiative. They gather more than 50,000 signatures and their ballot is accepted to the 2016 ballot. The same ballot as state-wide Prop 64. 2014 The LBCA takes their signatures to the City Clerks office for verification. The clerk deems 18 signatures are invalid and their ballot is rejected from the 2014 ballot. Side note: The City of Long Beach add their own Marijuana Tax initiative to the 2014 ballot despite the voters' ballot being rejected. It passes. 2013 The LBCA organizes volunteers to gather 50,000 signatures for a voter-led ballot initiative for the 2014 ballot. ​ Community support continues with The Center and after-school and summer children's' programs. 2012 City of Long Beach is sued and bans all cannabis operations and activity on August 12, 2012. LBCA members begin to organize efforts with patients and consumers to change policy. Community support continues with AOC7, Anaheim, Orange, Cherry, 7th neighborhood association. 2011 LBCA members support community efforts with donations and volunteers. 2010 The City of Long Beach establishes regulations under Prop 2015. The newly formed, Long Beach Collective Association, assist the City of Long Beach with their questions about cannabis operations.

THE LBCA - Long Beach Collective Association Since 2009 LBCA HISTORICAL TIMELINE Begin at the Bottom 2022 - Current Events Local cultivation tax elimination, retail tax reduction, equity licenses, cannabis events and lounges, and expand education. 2018 The LBCA hires its first staff and creates cannabis education for the community and a presence on social media and website. The City of Long Beach writes an adult-use cannabis ordinance that expands sensitive use buffers and green zones which lessens property opportunities for future cannabis licenses outside of those issued under the medical cannabis ordinance. The adult-use ordinance also establishes a path for cannabis license ownership for persons impacted by the war on drugs. The Long Beach city council votes in favor of the adult-use ordinance 7-1. 2019 Building facilities and starting operations, the members of the LBCA re-organizes and begins c annabis policy clean-up efforts. With the new adult-use ordinance taxes, the supply chain licenses of testing labs, manufacturing, and distribution has a difficult time of opening due to a local tax of 6% on top of the enormous state taxes already gouging budgets. The LBCA led efforts to pass modernization of taxes, reducing taxes from 6% to 1%. “1% of something is better than 6% of nothing,” Greg Lefian, LBCA Board, founder of CPRC ​ The LBCA introduces city council discussion regarding cannabis events regulations. 2020 As the taxes are reduced on the supply chain, more cannabis operations are able to open, hire people, and begin operations. ​ Covid begins to shut down society. However, the LBCA initiates protective measures before city guidelines to keep employees and consumers safe by implementing mask requirements and safe distancing. Members advocate at the local and state level to implement cannabis workforce as essential workers to provide products for patients and the community in crisis. The LBCA advocates for curbside pick up. ​ Due to the Covid lockdowns decreasing city revenue, the city looks to increase cannabis retail taxes to fill the gap. ​ The LBCA sends the city a recommendation to increase cannabis retail hours instead of increasing retail taxes. Despite opposition, the city council agrees with the LBCA and votes to increase retail operations by two hours instead of a retail tax increase that would have only been a direct increase to patients and consumers. 2021 LBCA enters conversations and discussions at the state policy level and helps tax and testing parity for incoming hemp industry ​ Locally, the LBCA pilots an 8-week Introduction to the Cannabis Industry at Long Beach Community College workforce training department. ​ After meeting weekly for 7 months, The LBCA Equity committee sends recommendations to the city in March 2021. ​ The city released the tax revenue from increasing retail hours in 2020, they found that as of June 22, 2021, a total of $8,367,000 had been collected in cannabis business license tax revenue, including activity during the extended hours of operation. With three months remaining in the fiscal year, they estimated that 2021 cannabis revenues at $9,237,523, which is $1.25 million higher than the 2021 budget estimate, $652,472 more than the estimated revenues from a 1 percent tax increase, and $952,472 more than estimated revenues from a 0.5 percent tax increase. ​ 2014 The Long Beach Cannabis Task Force, created by the city, carried out a city-wide study. The Cannabis Task Force Included former law enforcement, federal judges, and other community residents including members of the LBCA 2015 Long Beach cannabis task force provided a recommendation for cannabis regulation to city council City Council Votes 5-4 AGAINST moving forward with cannabis regulations in the City of Long Beach 2016 LBCA partners with UFCW - Unites Food and Commercial Workers Union to gather another 50,000+ signatures for a Medical Marijuana initiative for Nov. 2016 ballot. ​ BALLOT INITIATIVE MM Reached the Nov. 2016 with enough signatures ballot AND passed with 60% of Long Beach voter support. ​ At the same time, the state-wide, California Prop 64 for adult-use & decriminalization passed on the same ballot with 61% of Long Beach voter support. 2017 June 27, 2017 Governor Brown signed the Medical and Adult Use Cannabis Act combining medical and adult-use regulations in the state called MAUCRSA ​ At the end of Sept. 2017, the City of Long Beach begins to open their first legal medical dispensaries, while the LBCA educates on adult-use cannabis and decrease stigma in the community. ​ While the city gears up about adult-use, they issue a 6-month moratorium on adult-use cannabis operations. 2009-2010 The LBCA educated city staff and elected and broke stigma as much as possible for the times. Education helped the city to move forward with ORDINANCE 5.87 in 2010 The first ordinance allowing cultivation & dispensing of Medical Marijuana in the City of Long Beach during state-wide Prop 215 voted in by California voters in 1996. 2011 The Long Beach Collective Association officially becomes a cannabis trade organization and establishes as a 501(c)4 to advocate for safe access and fair business policy 2012 Pack Vs Long Beach lawsuit closed the doors on cannabis operations on August 12, 2012. ​ Many patients were left to fend for themselves. Members of the LBCA turned their facilities into campaign headquarters, leading organizing efforts to bring legal cannabis operations back to the city. 2013 Collaborating efforts with supporters, patients, and supporters in the community, the LBCA collected 50,000+ signatures to place a medical cannabis initiative on the ballot. The City Clerk office deemed 18 signatures were invalid, disqualifying the ballot. The initiative did not make the 2014 ballot.
